Amegakure No Sato
As a lower ninja village in the shinobi world, it is not beside the point that Amegakure No Sato also known as the Hidden Rain Village has been known to take missions outside of its own borders for other countries. Because of Rain Country being the battleground for other countries, the Hidden Rain Village suffered causing a civil war to break out inside of its borders, which lead to constant strife until it was later broken.
